It seems that TSMC cannot supply all the chips that Apple needs, so it’s looking for a US-based alternative to increase production.

Context: just their foundries/fabrication. It would still be the same chips made to the same specification that TSMC makes.
Only a few companies actually make CPUs. Samsung’s in-house CPU is called Exynos, but they can have their assembly lines build A19 Pro (what’s in the iPhone 17 Pro line) or M5 (what’s in the Mac). They absolutely have the tech and the people with the skill. They just need to be given the specifications and licensed/contracted to do so (in very layman’s terms, there’s way more to it than that).
